Congressman Lou Barletta (R-PA) penned a column for the Washington Examiner urging Congress to pass legislation to incentivize states and location governments to improve their infrastructure and invest in mitigation activities before disaster strikes. Twice the House has included his bill, H.R. 4, as part of other legislation, but the Senate removed the provisions each time. Investments in resiliency save tax dollars, with one study cited by Barletta estimating that every $1 spent on pre-disaster mitigation saves $4 to $8 on the back end of a disaster. Read more.
